The Regional Agreement No. 063-2017-GRA / CR-AREQUIPA "Declaration of Regional Interest of the Private Initiative: Development of the Hydroenergetic Component of the Majes - Siguas II Stage Project" (hereinafter referred to as the "Project"), pursuant to which the Regional Council of the Regional Government of Arequipa agreed to declare the interest of the private initiative referred to above presented by the company Luz del Sur S.A.A.
The project involves, in two stages, the construction of two (2) hydroelectric generation plants through the efficient use of the secured hydric resources obtained by the works of the Majes Siguas Special Project (PEMS), in order to develop its hydroelectric component under the “Self-Sustained Private Initiative" scheme. In that sense, the Regional Government of Arequipa will be in charge of making the necessary arrangements in order for the concessionaire of the PEMS infrastructure to meet the necessary requirements to allow the development of the Project.
The private investor who gets awarded with the development of the Project will participate through a supply contract. The Project has its own income generation capacity, so it does not require co-financing and does not demand financial or non-financial guarantees from the Peruvian Government. The concession of the project will have a term of thirty (30) years and will require an estimated investment of US$ 610'000,000.00 (Six Hundred and Ten Millions and 00/100 Dollars of the United States of America), with a tentative schedule of works of seventy two (72) months for the construction of each of the hydroelectric plants.
The companies interested in developing the Project may express their interest before the Investment Committee of the Regional Government of Arequipa within a period of ninety (90) calendar days starting on August 15, 2017.
